A native of Fairland, Indiana, Dr. Belin accepted a Navy ROTC scholarship to the University of Notre Dame, earning a Bachelor of Science degree in 1994, graduating Magna Cum Laude, and receiving both the Dean's Award for academic excellence and the Student Leadership Award for his contributions to the University.  He earned his Doctor of Medicine from the Uniformed Services University of the Health Sciences (USUHS) in 1998, earning both the Dean's Award and Family Practice Award for academic excellence.  Wanting to ensure a broad clinical base, Dr. Belin completed a Family Medicine internship at Naval Hospital Pensacola, where he was voted Intern of the Year by his peers and senior residents. 

In July 1999, Dr. Belin reported to Naval Air Station Pensacola for Naval Flight Surgeon training, earning the Surgeon General's Award for Student Excellence in recognition of scholastic achievement, officer qualities, leadership, and flight aptitude.  He then reported to Marine Corps Air Station New River, North Carolina, where he served as flight surgeon for HML/A-167, an attack helicopter squadron.  Dr. Belin's next duty station was at the US Naval Academy, where he served as the flight surgeon and Department Head of Precommissioning Physical Exams.  Upon selection for Dermatology residency, Dr. Belin reported to the National Naval Medical Center (NNMC) in Bethesda, Maryland, in June 2003.  Following graduation and board certification in 2006, Dr. Belin was selected to remain as teaching staff at NNMC.  He remained at Bethesda for four years, serving as Department Head, Assistant Director for Medical Services, and the Dermatology Consultant for both the White House and the United States Congress.  During his tour there, he also volunteered for deployment onboard the USNS Comfort for Continuing Promise 2009, serving both as the dermatologist and the flight surgeon for the onboard helicopter detachment. 

In July 2010, Dr. Belin reported to Naval Medical Center Portsmouth (NMCP) in Virginia.  His leadership abilities were quickly recognized, and he was chosen to be the Chairman of the Dermatology Department and was selected as the Navy Dermatology Specialty Leader.  Dr. Belin's personal awards include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medical (Gold Star in lieu of Second Award), and the Navy and Marine Corps Achievement Medal. 

Dr. Belin is married to his wife of 25 years and they have been blessed with four sons.  He is active within his church and local community and enjoys taking advantage of all the natural beauty Arkansas has to offer.
